Cook Time: 1 Hour
In a large pot, over HIGH heat, add beef, onions and bell peppers. Cook until onions and peppers are tender.
Add salt, black pepper, cumin, paprika, oregano, cayenne, cider and sugar. Cook until most of the liquid is evaporated- about 20 minutes. Remove from heat, cover and chill for at least 3 hours.
Preheat oven to 375F. Temper pastry dough and cut into rounds. Place filling in the center of each round. Brush with water and seal.
To serve: Bake for 25-35 minutes or until golden. Remove from oven and serve immediately.
